Joe holds a Master Mariner’s Certificate of Competency, a BSc (Honours) in Nautical Studies and an MSc in Marine Resource Management. In addition to his deep sea career he worked offshore as a hydrographic surveyor before becoming a senior lecturer on the subject at Liverpool Polytechnic. He then went on to head the Solomon Islands’ School of Marine and Fisheries Studies for 4 years before returning to lecturing at Liverpool. In 1997 Joe joined the MCA as a Nautical Surveyor and from 2004 to 2008 he was head of the Navigation Safety Branch, based in MCA HQ in Southampton. During his MCA service he regularly participated as a UK delegate to various IMO, IHO and IEC technical committees. Joe joined C-MAR Consultants as a Senior Marine Consultant in October 2008.
